The Pakistan Water and Power Development Authority (WAPDA) was established by an Act of Parliament in February 1958 for the coordinated and rapid development and maintenance of the country's water and power resources. This includes controlling soil salinity and water bodies to rehabilitate affected land to strengthen the country's predominantly agricultural economy.

Under a later development, as per the "Energy Policy 1994", the establishment of thermal power generation projects was transferred to the private sector. Similarly, as a result of the restructuring of the Power Wing, the utility part was corporatized into independent companies. This changed from convergence to divergence which gave birth to 14 institutions to operate in different zones. These are the National Transmission and Dispatch Company (NTDC), four Thermal Power Generation Companies (GENCOs) and nine Distribution Companies (DISCOs). The current status of these companies is Corporate Public Limited Entities under the residual power wing and hence are now responsible for hydroelectric power projects and ongoing schemes.
