The Pakistan Water and Power Development Authority is a state-owned public utility maintaining electricity and water in Pakistan, although it does not manage thermal power. Wapda's resources include Tarbela and Mangala Dams. Its head office is in Lahore.

Before disbanding its power wing, WAPDA was Pakistan's primary agency for the development of its water resources and power systems. During its reign, WAPDA was the largest government agency in Pakistan. Since its inception in 1958, WAPDA has played an important role in the undersigned sectors and was the ultimate agency of the Government of Pakistan for generation, transmission and distribution of electricity. irrigation, water supply and drainage; prevention of waterlogging and restoration of wetlands and saline lands; and flood control. But after 2007 WAPDA's mandate is to develop water and hydropower resources efficiently.
